Twyla Carter is the Misdemeanor Practice Director for the King County Department of Public Defense. Ms. Carter oversees all misdemeanor casework across the four divisions (TDA, ACA, SCRAP, NDA) to ensure best practices, caseload distribution, and resource allotment. She coordinates with the King County Prosecuting Attorney’s Office, City of Seattle Attorney’s Office and King County District and Seattle Municipal Courts. Twyla previously represented juveniles charged with misdemeanor and felony crimes; adults charged with misdemeanor domestic violence crimes; and adults accused of the most serious felonies, including burglary, robbery, rape and murder. She also worked in the appellate division representing adult clients who appealed their misdemeanor convictions. Twyla received her undergraduate degree in Criminal Justice, summa cum laude, from Seattle University and her J.D. from the Seattle University School of Law. She was recently appointed by the King County Executive to serve on the King County Juvenile Justice Equity Steering Committee. Twyla is also a member of the Washington State Bar Association’s Legislative Committee and the Loren Miller Bar Association’s (“LMBA”) Judicial Evaluation Committee. In 2008, LMBA awarded Twyla with its Young Lawyer of the Year Award. In 2014, Twyla received Seattle University’s Black Law Student Association’s Alumni of the Year Award.
